Hall Government Elections

What is Hall Government?

RHA serves as the student government of the University of Nebraska-Lincoln residence halls, recognized as the voice of students living in on-campus housing by University Housing and Residence Life. The Association is focused on enhancing the living and learning environment of the halls and is made up of elected senators representing each residence hall and elected and appointed board members. RHA is made up of the main Association and 12 local hall government organizations representing each residential area on campus.

How Do I Get Involved?

RHA is hosting online elections for local hall government officers, governors, and RHA Senators for the 2020-2021 academic year. Officers elected will need to complete an online Annual Orientation with Student Involvement and all officers, governors, and senators elected will be required to attend a four-hour training on Friday, September 11. Training will be offered in person to new officers while members and senators will pariticpate in a separate online training coordinated by RHA & NRHH.

To be placed on the electronic ballots, a completed form must be submitted by Monday, August 31 at 11:59 PM at https://go.unl.edu/rhacandidacyform. All elections will be held through electronic ballot on September 3, 2020, from 7:00 AM to 7:00 PM. Information concerning candidates’ eligibility information will be confidential. Requirements for Election
  • Have a cumulative GPA of 2.0 or higher
  • Be in good disciplinary standing
  • Be a General Member (Resident) of the UNL Residence Halls
Election Process and Timeline
  • Monday, August 31, 2020 - RHA Candidacy Form is due by 11:59PM to be placed on the electronic ballot for a hall government position.
  • Thursday, September 3, 2020 – Online elections will be emailed out to all residents to participate in from 7AM - 7PM.
  • Monday, September 7, 2020 – Elections results will be announced to each residence hall.
  • Friday, September 11, 2020 – Required training will be held in person in Red Cloud or online through Zoom from 6pm - 10pm. More information to be provided at a later date.

President (Also serves as an RHA Senator)

  • Set agendas for, verify quorum and attendance for, vote at, and preside over Executive Board meetings;
  • Verify quorum and attendance at meetings of the Executive Board;
  • Report to the general assembly on all Executive Board actions;
  • Meet with all executive board officers regularly; (expected addition)
  • Serve as a representative of the organization to outside entities;
  • Attend all Residence Hall Association (RHA) meetings as a representative of the hall and voting member of RHA;
  • Serve on the RHA President’s Committee;
  • Introduce legislation or resolutions to the general assembly;

Vice President

  • Serve as the President if the presidency is vacated and follow the rules outlined in the constitution and bylaws for filling the role of the Vice President;
  • In the event of a tie in the general assembly, shall cast 1 vote, in council with the President, to break the tie;
  • Not have the right to vote, make, or second motions at general assembly;
  • Attend an have a vote at all executive board meetings;
  • Shall keep a record of member attendance and manage a system of accountability for member requirements;

  • Report to the organization regularly and upon request concerning the financial records of the organization;
  • Inform the senate of any important changes to SOFS procedure;
  • Submit reimbursement forms and track event request submissions with the Vice President for all events approved for funds;
  • Audit the budget with advisor once a month and the RHA advisor once a semester; (expected addition)

Local Floor/Community Representatives (Governors)

  • Attend all local hall government general assembly meetings as a representative of your floor/community and voting member of the local hall government;
  • Serve on a local government committee to help plan or manage initiatives or events for your residence hall or area;
  • Represent the interest and opinions of the residents the positions is elected to represent and inform residents of hall of the actions of the local hall government.

  • Represent the interests of the Courtyards residents at Intramural Sports meetings;
  • Report Intramural Sports actions and sports/activities to The YARD at meetings;
  • Organize the registration process for Residence Hall Intramural teams and individual activities;

RHA Senator

  • Attend all Residence Hall Association (RHA) meetings as a representative of the hall and voting member of RHA;

  • Shall keep a record of member attendance and manage a system of accountability for member requirements; (expected addition)

  • Coordinate all event request submissions through NVolveU and ensure advertising for organization events with coordinators; (expected addition)
  • Complete Annual Orientation as required by Student Involvement for RSO officers and ensure advertising for organization events with coordinators; (expected addition)
  • Attend all scheduled 1:1s with advisors and scheduled training for officers by RHA & NRHH. (expected addition)

Treasurer

  • Keep all financial records of the organization;
  • Submit a balanced budget for general membership approval one week after receiving the semester’s allocation in assistance with the President;
  • Have the power to submit budgets for review, not have the right to vote, make, or second motions;
  • Report to the organization regularly and upon request concerning the financial records of the organization;
  • Inform the senate of any important changes to SOFS procedure;
  • Submit reimbursement forms and track event request submissions with the Vice President for all events approved for funds; (expected addition)
  • Attend an have a vote at all executive board meetings; (expected addition)
  • Audit the budget with advisor once a month and the RHA advisor once a semester; (expected addition)
  • Take and manage minutes of general assembly and executive board meetings; (expected addition)

RHA Senator

  • Attend all Residence Hall Association (RHA) meetings as a representative of the hall and voting member of RHA;
  • Serve on a RHA committee to help plan or manage initiatives or events for the residence halls;
  • Attend organization general assembly meetings to report on updates from RHA and answer questions from general assembly.

Local Building/Community Governor

  • Attend all local hall government general assembly meetings as a representative of your floor/community and voting member of the local hall government;
  • Serve on a committee to help plan or manage initiatives or events for your residence hall or area.
